So would a better DNA-analog repair system, as well as the deep
thick atmosphere (it will serve as an excellent radiation shield, far
better than Earth's). The thing is, is you have two organisms with
different mutation rates, the one with the higher rate will evolve
faster, and so generally outcompete its sluggish kin. Conversely a
species that mutates too fast may not be fit enough to survive, so you
might expect the mutation rate to hit an optimum.

And enjoy Gillet's book - it goes to fast, and leaves too many
questions unanswered (which is the fun part - he won't do all the
homework for you, but he'll teach you how to work towards solutions).
