I don't think "city" is ever properly capitalized except when
referring to a particular district in London. (Or when the word
begins a sentence, of course. Or when it's part of a proper name.)
The San Francisco Examiner made a (loudly trumpeted) point of
referring to SF as "The City" (capital T, capital C) for decades.
I don't know if it still does; I don't read it. It used to be a
Hearst paper, sold to somebody else around the turn of the
millennium, again in 2004.
