You never go to The City?

"The City" is in south-east England.

Not if the speaker is in Northern California.

I don't think "city" is ever properly capitalized except when
referring to a particular district in London. (Or when the word
begins a sentence, of course. Or when it's part of a proper name.)

The San Francisco Examiner made a (loudly trumpeted) point of
referring to SF as "The City" (capital T, capital C) for decades.
I don't know if it still does; I don't read it. It used to be a
Hearst paper, sold to somebody else around the turn of the
millennium, again in 2004.

Wikipedia notes (#include <grainofsalt.std>),

"Under Clarity ownership, the Examiner pioneered a new business
modelfor the newspaper industry. Designed to be read quickly,
the Examiner is presented in a compact, tabloid size without
story jumps. It focuses on local news, business, entertainment
and sports with an emphasis on content relevant to local readers.
It is delivered free to targeted homes in San Francisco and San
Mateo counties (whether requested or not), and to single-copy
outlets throughout that market area."
