Chances are that someone without internet access will be buying their airline tickets via a high street travel agent, so perhaps the shop will help them do that?

At one point a year or so ago you were having to get a "not really a visa" from the US Embassy or Consulate. Kind of negates the point of the "visa waiver agreement" that the US and UK are supposed to have.
