I'm afraid I'll have to disagree here. Many countries have much
stricter tests for both theory and car control than here in the United
States.
For example, in Finland, you must receive training from a qualified
instructor, and the actual driving test takes nearly an hour. Sweden
requires 120 hours of training.
We were discussing how licensing is "sold" in this country (the USA).
Therefore I should have written "Licensing, as it exists in this
country, is to ensure that drivers demonstrate a working knowledge
of the laws and display a minimum level of skill to an examiner.
Anything more than that is a pipe dream."
