Sure, but not impossible. I used to work (over five years ago) as a
lead developer in a company and approximately half the people there
didn't have degrees (I was one of them). Salaries there ranged from
22,000 to about 40,000 UKP and being British we had generous holiday
entitlement 28 days, generally only worked 40 hours a week and got
paid overtime when it was needed. We also had contractors who were
paid more than that (about 60 quid an hour). It was also quite a distance
north of London so a reasonable area for cost of living. As we weren't
particularly well paid, although not poorly paid either, I have to
agree with those who are arguing against Keith.

I was also involved with interviews. I would have to say that Keith's
experience sounds extremely out of date for what we were doing - however
there are jobs which don't require GUI or event-driven or OO or web skills,
but they are relatively few. I also doubt he has any exposure to modern
development methodologies and practises. All of which would make him hard
to employ without any postive factors to outweigh those negative ones.
One way to get something positive to take into interview would be to write
some non-trivial GUI or web-based application (preferably open-source) at
home. It would gain him experience in a modern language and environment
and would give the interviewer something they could judge him on and
something they could talk about in interview.
