Not if there are one or more Official Databases which, as i've said,
would likely be maintained with the same sort of care and accuracy as

and there could be 15 different registries... and the artist only has
managed to contact 10 of them...
so the party WANTING to infringe the work... just shops around till
they find a registry that doesn't include that piece or that
artist... "But we checked"
Or even more likely "there isn't any money to be made off of artists,
so why bother to run a private registry."
