from Caller ID and is never blocked, even if Caller ID is blocked.
So also do 800 tollfree numbers that log caller info.

This happened a good many years ago and I needn't give any names.
There was a small business which got a lot of its trade (the Web
being then in its infancy) from its 800 number. One of its
employees was fired, and being in a sulking mood he started
making harrassing supposedly-anonymous phone calls to the 800
number. It was only later that he realized that he was leaving
his identity with every call. I don't know if the company
prosecuted. Perhaps they only had a lawyer inform him "Cease and
desist or we'll boot your arse into jail so fast they'll have to
send the rest of you along by UPS."
