If the universe is finite, it can't--unless, of course, it's
expanding, in mass as well as size.
That assumes that matter is quantized. If it isn't then the
population could grow indefinitely with people just getting
smaller and smaller. :-)
In Bloch's _This Crowded Earth_, they tried shrinking the populace to
avoid shrinking the population. It didn't work, but not due to the
fact that matter is quantized.
