So the Reuters story is about Cheney having his implanted
defibrillator replaced because its battery is low.
Why don't they give those things rechargable batteries? They could
be recharged via an implanted coil. There would be an external coil,
plugged into a wall outlet, taped next to it overnight.
Here's the word on implantable defibrillators; i e-mailed a request
for info to Atlanta fan Daniel Taylor, who had one implanted a month
or so ago. He says:

Happy to help, especially since I know the answer to this one.
Five years is the rough estimate they gave me for the battery's
lifetime.
Cheney is just about due for a replacement. (I've been keeping an eye
on Cheney's health lately, for obvious reasons having nothing to do
with his politics or mine.)
Since the purpose of this device is to monitor and keep records of
heart activity, the patient has to go have the logs downloaded every
three months or so. The doctors would therefore have a pretty good
idea how much juice is left, I would think.
The batteries are neither rechargable nor replaceable. When the charge
gets weak, they go in and replace the whole unit with a newer model.
This is not a major operation: Two of these units would just about fit
side-by-side in an Altoids tin, so the incision is not large. The
wires from the unit to the heart stay put.

According to articles i've read, the device itself is implanted under
the skin somewhere below the shoulder. The wires are threaded inside
a major vein to the heart, and, as Daniel says, remain in place when
the unit is changed.
From the sound of it, the change is basically an outpatient procedure.(i mean, it has to be less risky than my knee surgery was, and i went
home only a few hours after that was finished...).
