I don't know about recently, but forty years ago (cheez - forty years)
in Navy boot camp, they had us do tpical fluoride applications.
The theory, i think, is that if it isn't there, it'll be absorbed into
the surface of the erneamel and do its beneficial thing, and if noit
it won't hurt.
