If the 630 watts was in a narrow beam, it would suffice as a death
ray. However, in practice the light would come out equally in all
directions. The best you could do would be mount a parabolic dish
behind it, sort of like a flashlight. The victim will see the dish
as the same brightness per unit angular area as the sun. This is
unlikely to do any damage unless it's either very large or very close.

Or the victim is a vampire.
