Why *wouldn't* they be outsourced? India, Russia, and lots of other
countries have more than enough bright programmers willing to work for
less than US minimum wage.
Because I can't talk to them one-to-one whenever I want to. Because they can't jump up from programming and ask me a question about the project to clarify something whenever the mood strikes them. The time differential between here and such countries makes the interaction window VERY narrow. And with the R&D work we do at IEM, interaction is deadly critical to getting the projects done right and done on time. You can't outsource that kind of work.
So there's one reason, or set of reasons, which covers a lot of programming work.
