Golden Age of Science Fiction

Who is credited with originating "The Golden Age of Science Fiction is
when you are twelve"?

The subject came up at a roundtable on the Golden Age of SF at the
recent PCA/ACA meeting, and the source for the citation escaped me and
escapes me still. Sturgeon? Knight?
