"Never apologize, never explain". Which is what's wrong with the 2nd
amendment; that clause is an explanation of the ultimate purpose. It
cannot reasonably be interpreted as a restriction.
I have heard it claimed that the USSC has upheld some gun
retrictions based on that 'militia' "explanation", so there
is that body that thinks it is a restriction.
One time only they ruled that a short-barreled shotgun is not
suitable for military use, this despite the Army having hundreds
of thousands of them.
