The laws of physics must be different in the UK. Around here, we have
something called "backscatter."
That's why fog lights are mounted lower than normal headlights.
The laws of physics seem to be the same for everyone except you, or the
US drivers wouldn't be using fog lights. Light some of which is
backscattered is better than no light at all.
