It's devised so that:
1) the range fills a power of ten and then repeats; and
2) there aren't any gaps.

That is, the standard values for 5%-tolerance resistors are about 10% apart,
so that any random value you pick will be within the tolerance of one
of the standard values.

The EIA has a bunch of scales, from six per decade (for 20% tolerance
components) up to ... (google google) wow, 192 per decade.


Anyway, this leaves Seth's question unanswered. I've heard,
anecdotally, that the bimodal distribution Keith describes did/does
exist. I can only speculate that some values are in higher demand
than others, or something like that.
