It's absolutely fascinating why cats do this. It's actually a 'kill' response. Cat's kill small prey by dislocating the bones in the spine/neck. They bite down and their teeth seperate the spinal column. When the chatter it's a reflex which helps the teeth fit into the joints in the spine. (apparantly) the technical name for this is vacuum activity.
The swaying of the head is common in predators with binocular vision. it improves the accuracy of distance measuremnt before the pounce.
As for the singing. I don't know. i have read that it 'hypnotises the prey' but i'm not sure how valid that statemnet is.
