The modern American sales tax was invented in 1932 in Mississippi, as a
method of increasing public revenue which did not disproportionately
affect the rich, and which would enable the government to collect some
revenues from even the poorest of that impoverished state's citizens.
The backers of that concept were of the factions of the state of
Mississippi's "Democratic" monoparty culture who are now Republicans.

Through American history since then, the Democrats in most states have
fovored keeping, imposing or increasing income taxes when revenues must
be increased; and the Republicans have favored keeping, imposing or
increasing sales taxes, and abolishing income taxes where they exist.
Most proponents of replacing the income tax with a national sales tax
(usually euphemized in some way) are Republicans. Most, if not all,
proponents of making income taxes more burdensome on the middle classes
and less burdensome on the uppermost classes are Republicans.
