When I had disaster preparedness training about 25 years ago, we
were told that you could *probably* expect rescue in about 3 days,
if and only if you were in the central disaster area (downtown San
Francisco in the specific instance). In outlying areas, you would
be on your own for about 2 weeks.
The reason for this is that the recsue work would be concnetrated
where the expectation is that the most people need help in the least
area. That is, the most people rescued for the least effor
expended. It is much harder scour large areas with low population
density looking fro people that need help. Think of as a resource
allocation problem.
