I think my generally favorable response to this unknown phrase comes from
the fact that it sounds like something Prince Charming should say. I hear
it in a fay and slightly manic tone.

Panto! That's it! Thanks for mentioning Prince Charming. I'm sure I've heard the phrase used in panto. :)
