Means absolutely nothing to me; this is the first time I've heard
it. And I never would have guessed was emphatic *agreement* if
you hadn't said so; it looks like the reverse, as the equivalent
of "The hell I will!"

You're going to need either an exquisitely explanatory context,
or a different phrase, I fear.
