Depends on how you define "winning." Noting that you returned _1984_
to the bookshelf, I would agree that your definition of "winning" is
incompatible with the work in question.
Win is fairly straighforward. Good guys win, bad guys get theirs, all's right in the world. Or at least enough for now, though there may be sequels.
A game that doesn't end that way needs its writers ... instructed. Preferably by placing them in a room playing the Star Wars Holiday Special on endless repeat, and glueing their eyes open.
