Because, in most cases, the patient isn't paying the cost of doing it.
Either it's being paid by a insurance company, which doesn't want to
waste money on unnecessary tests and is accepting the doctor's opinion
on whether the test is necessary, or it is being paid by a government
health system of some sort with similar concerns.
I've been told that one of the prestigious clinics has a week long
series of tests that you can go through to look for everything that
might possibly be wrong with you that might be found by testing.
Presumably they are willing to put anyone through the tests who is
willing to pay the cost of them, which I expect is substantial.
