Word has a non-breaking space so -&nbsp; -, so to speak, would do what
you want.
Indeed making the second hyphen a non-breaking hyphen (hard hyphen,
Ctrl-Shift-hyphen) might do what you want.

Or you can get a non-breaking space in Word by typing Ctrl+Shift+space. So it's really easy to just type Ctrl+Shift+space followed by Ctrl+Shift+hyphen twice.

I also have Smart Quotes permanently turned off, at least partly to avoid odd symbols when copying and pasting from Word into email, Usenet etc.
