I'm not quite sure what you mean. That a developer who builds
a development with bikeways and mass transit instead of automobile
access would make more money? That's a niche market.

And one not provided for in the plans, which appeared to be based on the idea that _everyone_ wants the same thing.

I'm sorry? How did I give that impression? The various projects
I mentioned were not intended to be a list of "here's what we
build on every world we settle", but rather a list of "here's
some major improvements that will be built to improve things,
mostly for the people living in the highly developed timelines.
The various improvements are made on various worlds, many of
which are not used for actual settlements, but only for hosting
improvements.

There's one world that's dedicated to long distance highways
(actually it also has the airports as well, they wanted to
put those somewhere with emergency landing strips and ways
to get to remote crash sites, but not anthing to crash into...).
Obviously, carfree settlements aren't made on this world, nor
do they have a direct gate to this world (unless they allow for
a big parking lot just inside the gate, with cars not allowed
to go further). Should the plans for this highway world provide
for the people who don't like to drive (or ride cars/buses)?
Should a liquor store plan for teetotalers?
