skills, have some fun, and maybe have some chance of having her
work read by people who aren't her friends and family?
There are publications which publish only work by people below adult
age. You can find them at http://duotrope.com, which allows searching
only for markets meeting certain specifications.
There's a forum for non-adults at http://fmwriters.com.
