Sure. But when one says "children", I think of quite young ones
(perhaps because I have a just-turned-7-year old), not, say,
a 17 and a half year old. There is at least a moral, if not legal,
difference (to me) between a crime committed by a 10 year old vs
someone a month away from reaching legal majority.
Indeed. Although these days I wonder about my just-about-to-turn 7
and just turned 9 year old grand-daughters who seem to me to be
nudging their own idea of 'majority' right now.
