You can be sure that she's doing the "frump" thing deliberately. If she cleaned up and dressed in high fashion, lost the glasses and had an up-to-date hair-do, she would be threateningly good-looking. She'd lose the female vote, because they would no longer empathize with her as an "ordinary mom", and the males would just spend their time fantasizing, and discount her brains in favor of her bra size.

She's in a serious "can't win for losing" situation. If she maximized her attractiveness, she'd be slammed for that. If she doesn't, she's a "frump."
