No. Canadian medical schools use criteria other than credential level.
Some, at least) serve particular areas, and most of their applicants
come from those areas. Even so, they have so many applicants for the
majority of their places that they could (and maybe some do) pick only
the very highest credentials. Some also make an attempt to, for
example, pick those who are most likely to relate well with patients or
eliminate those too old to have much time in practice. Americans and
other non-Canadians (or non-residents of the province paying for the
med school) are NOT filling in spots that couldn't be filled from the
local applicant pool; they're filling in spots that are set aside for
them, sometimes in order to increase diversity, or to aid medical
training in a third world country (by working in association with a
pre-medical school in said country). Not that the US would be affected
by the second policy; it's just another way to get into a Canadian
medical school.

That's nice, but if Canada is setting aside places for American
students, I'd have to ask why--none of the criteria you mentioned
would apply to us.

And Canada DOES accept American students whose credentials were
not good enough to get them into medical schools here.

Am I really supposed to believe that McGill, or wherever, will
accept second-tier American students over first-tier Canadian ones
for DIVERSITY purposes?

Don't you have enough American diversity with the way we behave
in London on a Saturday night?
