That is actually just a "wrapper" for Google Groups

Correct. Google does not provide any significant functionality.
Many people detest the Google Groups portal for this and
many other reasons. But it is worth putting up with because
they hold the only significant archive for Usenet.

Assuming you mean Outlook Express?
I don't believe Outlook ever provided for newsreading.

There are many independent news services available.
Several for free or very low cost. For example, I use
www.individual.net (actually located in Germany, if
it makes any difference) They charge 10 Euro per year (~1USD per month).
