Not unusual at all, actually. Lot of different clocks all running
different references...time code soup.
You've apparently requested the only real way to keep things lined up,
a lockit for the DIT rack. When you say "cart" do you mean HD
engineering? If you are running a fiber link, that's where the master
clock needs to be.
I just had a run with the Telecast fiber system. You can read about my
fun on Jeff Wexler's group:

We're back to hanging lockit boxes on all the cameras, cross jammed
from me every morning and lunch.

Shooting on a Sony HD system. Cart has master clock module (which got a new
battery for holding TC during power down) that feeds cameras via
fiber-optic,sound and jam cable for slates.
We, of course, requested an independent TC source from the start, but this
is what's it is. It drifts during powerdown.
I wasn't asking for solutions, just stories from others of this anomally.
We are now well aware of the power down/rejam ritual. But why? My PD-4
could hold TC solid for hours with power down.
I'll keep updating this journey into HD.
