No, not exactly. "Genlock" refers to locking to external reference
(normally color black from a generator, hence GEN-lock). However, if
you set the camera to take external TC, it will regen the incoming code
and record TC identical to the external TC source. However, if you're
slaving TC this way, it's a good idea to reference all cameras and the
generator from the same black source.
