Actually, the Terence Howard character is billed as "Jim Rhodes", and
didn't the War Machine stories start as a result of the Ironmonger and
SHIELD?

Yeah, but they only have 2 hours to cover material that has taken
years to develop in print. Kinda of like the way FF2 treated Galactus
when they realized that they needed a whole 'nother movie just to get
into that character in order to make the Silver Surfer backstory work
like it does in print. They had to punt and we got a cloud.
