Not even close.

Well, it's the first episode *I'd* name, without reflection. However,
I'm merely quoting the dvd-extra (which presumably has no axe to
grind)... and will, of course, defer to all who make such distinctions
their life's work...

:)

Well, as an ardent Trekkie, I'm too far out of touch with the non-fan public
to have a real handle on their views. But, my vote would go to City on the
Edge of Forever. It has more cachet, since writer Harlan Ellison won a Hugo
award for his story. It generated more notoriety in some circles because
of Ellison's long-running feud with Gene Roddenberry.

I'd say The Cage, the wrapper around the original pilot, Balance of Terror,
with Mark Lenard brilliant as the Romulan commander, and Journey to Babel,
with the introduction of Spock's parents, would also be high on the
recognition / popularity quotient among the general public.

After this post, I really am cutting this thread-drift loose, but...
iirc, the dvd said (or implied) something like "most requested"
episode. Fwiw, Googling seems not to address definitive "popularity",
but, yes, 'City On the Edge of Forever' does appear to be the critics'
darling... so you might well argue, anyway, that it *should* be the
most popular...

I was going to name CITY as "Best" of the TOS episodes, but for the
general public, I'd bet more of them would know what a Tribble was
before they knew what The Guardian of Forever was.
