originally intended to bribe his way into possession of the bunny bugs.
(Chinese weapons scientists must be corruptible, right?) But, once he
knew IMF had wind of the plot and could emperil his access, the prudent
course was to kill both birds by setting Tom&co. to the task.

Okay. That makes sense. It really does. But how does it square with
the fact that IMF actually HELPED Davian's procurement, and an IMF guy
was really a mole helping him, and Davian knew it? Why would he see the
IMF as an enemy?

Well, pedalling hard... we have to figure that the mole had neither
complete knowledge nor a free hand. E.g., even Tom's original rescue
mission seemed not to be in Davian's best interest. However, it
apparently occurred when nobody knew of the microdot. (Still not clear
how the mole learned of the dot, btw.) Basically, Davian saw the IMF
as an enemy because it was bigger than the mole.

That said, too much of the movie was left for conjecture. It seems now
a loose construction for action. How we get there didn't matter to the
filmmakers.

How much is 'too much' is always in the eye of the beholder.
Otherwise, though, a plausible supposition, imo.
