CODE 46, yes. Not 'brilliant' in the colloquial UK sense... but I do think Winterbottom's a bright guy, and I still looked (and look) forward to his stuff. As to an "interesting and cheap way to do sci-fi" (and moreover do it "legitimately")... yes, but my current knee-jerk paragon is PRIMER...
In which direction do your knees jerk on Primer?
(Don't know if you're serious... but 'paragon' means good.)
I went to the trouble of seeing in in a cinema, even though it looked like it had been filmed on one of those Fisher Price pixallated toy video cameras, and very much enjoyed it. It gets ridiculously complicated, and gets virtually impenetrable towards the end (I needed a bit of help afterwards by looking up some of the director's comments online to explain a few details, like that bloody party and the nutjob with the gun), but I liked it. It was one of the better usages of the time travel concept that I've seen since, oh, I dunno, Sound of Thunder? :)
*Virtually* impenetrable? Hah! Afterwards, I googled up a web site (of many) that credibly layed PRIMER's events out end-to-end ...and it still gave me a headache. And, yes, I still long for Carruth to do another, asap.
But... my turn to be confused... I've heard from some quarters that SOUND OF THUNDER actually has enough specialized merit to be worth a peek... but I'm not sure whether you're agreeing. (Given that you survived PRIMER, I'd like to know.)
