I don't think I'd go that far. I don't think the idea was particularly bad,
and Gallifrey isn't a bad name for the planet. But I think the idea that
they'd call themselves "Time Lords" is a bit silly...

Maybe the translation works on a subconcious level.  They're not so full
of themselves that they'll use the literal name "Time Lords", but
they're still self-important enough to think that they alone have
rightful dominion over time travel etc. (as shown in eg. The Two
Doctors).  So it's what they all know it to mean, if not what they say..
