The self-destruct system took a little while to "fire up". It was initiated
right away but as a failsafe against accidental activation, it has a few
seconds delay before destroying the whole army.
It couldn't be used while the other Daleks were alive because it targets all
Daleks, metal-cased or human-cased.
It wasn't a built-in feature but rather something the Dalek invented,
implemented a rolled out across the army in a few seconds following
destruction of True Daleks.
