Because they wanted a younger actor to play the part after Hartnell
kept on forgetting his lines and the BBC's production values were such
that they did not do second takes, so they had to explain why he
looked younger. Hence Troughton was suppoed to be Hartnell like he
looked 30 years earlier. Then when he changed to Pertwee they
initially did not use a proper regeneration but said that the
Timelords changed his appearance since a regeneration was originally
only supposed to make you look like you were when you were younger. It
was only when Tom Baker took over that the regeneration was reinstated
and retconed so that there was a maximum of 12 and you could have any
appearance you liked.
