Is the Doc a psychic projection?

I was thinking on how 'human' the doctor appears and how previous
doctors more quirky or more human than others. I'm sure you can
make this distinction between the very human doctors and the slightly
alien docs.
So imagine if, as well as psychic paper, there were psychic doctors.
No i don't mean mind reading, but, to use the language of the TARDIS,
time lords who had the equivalent of a chameleon circuit. This way
their appearance could match the expectations of whatever civilization
they adopted. This would work until it didn't. Then, like the TARDIS,
they might appear stuck in a particular alien form. ;-)
Even visits to their home world would make the rest of the population
appear as the doctor, to any non Gallifrain. Which begs a question,
what would the Gallifrain actually look like and do we care? Who knows,
maybe we'll get a chance to see. ;^)
Btw as our time lord is known as 'The doctor', it begs a question on
the titles used by the other time lords. I recall one Time line with
the identity of a Dala lama, when it suited the West to promote the
Tibetan cause and identity. I wonder what other Time lords there
might be?
