Ok, I see what you are getting at - only a very small change could
alter the probability of one sperm or another impregnating the eggs
that would otherwise have become the Tylers in the alternate earth.

The problem for you is that the possible combinbations of human genes
are not infinite. If we accept that the Queen Victoria Torchwood
incident was the pont of divergence of the worlds, at that pont there
were a finite number of human beings alive, forming a finite genetic
library. The number of possible humans that could be produced by these
combinations is also therefore finite. Huge yes, unimaginably huge, but
finite. If the Tyler's ancestors still existed contemporarily with
Queen Victoria, then they could still survive, and meet up and have
descendents that could become the Tylers. If it could happen, then in
infinite worlds it MUST happen.

It doesn't matter if the number of possible combinations of genes is
greater than the number of atoms in the universe, the many-world
hypothesis leads to the creation of an infinity of worlds. Compared to
an infinity of worlds, an finite probability no matter how small
becomes a certainty. Therefore it is certain that the human genetic map
as it exited then would produce the Tylers in some other universes.

Those Tylers would be made up of different atoms, sure, but the
macroscopic genetic pattern that produced them is more robust than the
microscopic detail of which atom goes where.

I consist of (almost) entirely different atoms than I did 7 years ago,
but the pattern of 'me' persists. The pattern of the Tyler's ancestors
would persist regardless of atomic-level differences and _could_ result
in the same pattern of Rose Tyler's alternate earth parents.
