¡Well, I don't know. There are certainly stories where you can claim
¡that he's orchestrating history (late McCoy), but throughout much of
¡the rest of the series he doesn't seem to know what he's doing. And
¡personally I prefer a Doctor who blunders into situations (however
¡helpfully) to one who pulls the strings like some kind of
¡puppet-mastering, erm, Merlin.

¡Now, if you suggested that the *TARDIS* was doing the nudging, I might
¡be more interested . . . . ;)

One can gauge it as one gauges life in the sense that all individuals make decisions good and bad in their
own life that effect their own future that collide with someone elses decision making, now this is without
time travel; now if your being your life travelling through time and even policing the laws of it then that time
like may cross that of others such longitute and tatitude lines cross in a map. Except in this case it is more
flexible and go along with it or cross paths. However even in real life all individuals have their own time line.
Even if we can not go back and forth, now one can look at certain statements in the story line regarding the
first law, which is convieniently broken and maybe would be more wisely explained as a visual projection of
an existential quandry with past incarnations, but none-the-less, the first law prohibits one to come in contact
with your past self or selves or life events which suggest that he may influence other lives and history by
living at verious points or passing bye them but not his own.
Somehow he even forgets meeting himself in those occasional oligarchy flaws of breaking the rules because you
own the prisons.
