I'd agree with you about only one person being able to fix the realy,
but the twenty-minute business is because the story is taking place in
"literary time", where the time passes at different rates for different
charcters for dramatic effect.

This happened a lot in classic novels. There's a good example of it in
"Martin Chuzzlewit" by Dickens, where a whole year pases for Martin on
his visit to America, but only a few months pass for the people left
behind in England. This was NOT a continuioty error. It was done
deliberately by the author. It allows Martin to be away long enough to
be changed by his trip, while everyone else remains the same because
they've not had enough time to change.

Back in DW again, there's another example in "The Christmas Invasion."
At the start of the episode, Harriet Jones in clearly near the begining
of her three-year period as PM, since she's not used to having a
bodyguard, and keeps forgetting that people already know who she is.
But by the end of the episode, she's looking tired and it's near the end
of her time in office. In literary time three years have passed for her
character, while only a few days have passed for everyone else.

And it's the same in "Seeds". While only twenty minutes pass for the
characters in the story, days or weeks must have passed for the people
waiting for these shipments.
