Not really. When the Doctor got involved in the Ark and Frontios, Gallifrey
*did* exist. It's only been destroyed in his timeline somewhere between the
TV movie and Rose.
So there's no problem, is there?!

Frontios says yes.
Does Gallifrey end up dead in all time.
End ofthe World says yes.
