I think RTD's viewpoint on canon is that it's a fan thing and no producer in his right mind would pay any attention to it. I take that view and point you in JNT's direction re: giving the fans what they think they want with loads of old monsters etc.

The planet Lucifer gets mentioned in Bad Wolf, but it might be a coincidence...

Might be, but unlikely given the unmistakable presence of a complete collection of New Adventures on the shelf behind him in his study at home in one of the documentaries (possibly the Lively Arts one on RTD himself for BBC4 last year). Those books are unmistakable.
