I'm with Joe, I think they are just covering their bases with all this extra wording. If they don't, and years in the future they decide to do something extra for a certain group of guests, they might be violating someone else's patent.

Even so, it would be difficult to implement with today's systems since the ticket media used for the FP is not always directly connected to the resort stay. Obviously, guests staying on package deals are easy to track, but guests with AP's or unused days from leftover passes woudln't be. Of course one could argue that it's just another way Disney might try to discourage AP's and encourage packages, but that's also bad for Disney's Best Guests, i.e. DVC members, who often will be there with an AP. Of course the solution to this problem is simple: When you register at your resort, allow your ticket media - any ticket - to be coded onto your resort ID card. Or, at the very least, have the extra media scanned and recored into your resort records so it can be tracked.
