This is me sticking my neck out...One could have anticipated this problem in advance. Duh. There should be an admission fee over $10 (perhaps good for several nights), no ap's, and admission for minors only with an adult 25 or over. Without these sorts of precautions "loitering" will exist. I think the reason it's not worse than it is at Universal City Walk is because parking costs so much - it's like a cover charge. For WDW to follow their model was short sighted. At any rate, teens of any ethnicity in groups will, on average, cause more problems than adults. Disney did the right thing to limit the ban but make a statement of some kind. Making policy that works would be better.

There is no charge for parking in the Universal garage after 6:00 PM.
Thus it's just as inexpensive to go hang out at CityWalk. CityWalk
had this same problem in the beginning and then it seemed to
disappear. I think Universal took a "take no ***" attitude right off
the bat.

Not being "Big Evil Disney," of course, no one paid attention or tried
to file frivolous lawsuits.

Foxtrot,
Checked and you're right. Thanks. When the complex was 1st built I swear they charged a parking fee. Never went again as the crowd seemed too young and roudy for my taste.
