We went to Universal and IOA in late March during Spring Break season
this year for three days. We did not purchase the Express passes (and
didn't stay onsite). We had no problem doing each of the big
attractions without long wait times by showing up to the parks before
opening and hitting the major rides/attractions first thing. We left
the parks each day at 3pm when the crowds got ridiculously big. I
think you'll be fine in September. Just remember, get there early and
go for the big things first off.
