A defibrillator is not a magic cure. A defibrillator is used to STOP
certain abnormal heart rythms. It is NOT used to correct a flatline.
If the father started CPR (and he knew what he was doing)... it was
because he detected no heart beat. You would not use a defibrillator
on a heart that has stopped, but you would perform CPR. The paramedics
would then be required to maintain CPR until a doctor's orders were
given to stop or they found the victim obviously dead (such as
decapitated).

Well for this scenario (judging by the paramedics use of a defibrillator)
the defibrillator would be used to correct ventricular fibrillation, which
basically is the heart behaving like a quivering bowl of jello. In that
condition the heart would also not be pumping blood, so both v-fib and
flatline will both present with no pulses. So the heart was likely in a
shockable rhythm, CPR is appropriate until a defibrillator becomes available
but defibrillation is needed to get the heart out of v-fib.
