Are character meals the only way to see characters anymore?

Going to WDW in 3 weeks with our 3 yr old daughter - we've booked 3
character meals (Cindy's Royal Table, Chef Mickey & Crystal Palace)
but we're looking foward to meeting characters in the park - someone
told me they don't just wlak around and greet kids any more - any
truth to this? I haven't been to WDW in 22 yrs, so I'm sure things
have changed.
